WebStar-Eater Scales enables Golden Gun to deal MORE damage than Celestial Nighthawk Title. Just got the boots and tested them immediately on Kalli. I had no debuffs or buffs outside of the buffs the Exotics provide. Celestial itself does ~218k to Kalli. Star-Eater Scales does ~256k to Kalli when you have x4 of it's buff.
